Public Leadership Development Programme (PLDP)

About this programme:

The purpose of the programme is to build the KwaZulu-Natal Legislature’s capacity to lead and manage all aspects of the legislature and operations at regional level and to assist the KwaZulu-Natal Legislature to achieve its overall objectives and strategic goals.

• Understand and apply Financial Management principles – specifically Public Finance Management Act (PFMA), Municipal Finance Management Act (MFMA), Financial Administration, Budgeting, management of Parliament and Legislatures Act

Modules:
1. Oversight for the Legislative Sector
Global legislative sectors, best practice, case studies, local context, policy development, monitoring & evaluation
2. Principles of Management and Leadership
Personal mastery and self-discipline, managing people and processes, change management, performance management, building effective teams, values, ethics and culture of organisation, planning, leading, organising, systems and controls
3. Introduction to Professional Practice
Customer orientation, service provision and delivery, values, ethics and culture, risk management, meetings, minutes, protocols
4. Business Communication
Assessed work. Reports and presentations, practical orientation
5. Introduction to Project Management
Scoping, needs and resource analysis, allocation and resources, time management, major project management, asset pricing model, return on investment (ROI), managing projects across multiple sites, supply chain management and value chain
6. Introduction to Financial Management
Public Finance Management Act (PFMA), Municipal Finance Management Act (MFMA), financial administration, budgeting, management of Parliament and Legislatures Act

Who should attend:

Staff from the KZN Legislature. Potential managers, new and existing managers and newly appointed department heads who have at least three years relevant experience in a leadership position in an institutional context.

Entrance requirements:

Matric plus at least three years’ working experience in a leadership position in an institutional context

Duration:

16 days over a duration of 6 months
